Cal Goldman is Chair of Goodmans Competition, Antitrust and Foreign Investment group. His practice focuses on all aspects of Canadian competition law, with a particular emphasis on Canadian and international matters before the Competition Bureau relating to mergers, abuse of dominance, cartels and civil reviewable matters, as well as foreign investment reviews before Investment Canada. Over the years and in recent years, Cal has acted as counsel in a number of leading competition law and foreign investment review cases in Canada.
Mr. Goldman is former Director (since renamed “Commissioner”) of the Competition Bureau in the Canadian government and a former Vice Chair of the Organization for Economic Co-operations and Development (OECD) Competition Committee. Before his appointment as head of the Competition Bureau, he was the assistant special counsel for the Attorney General in the uranium cartel proceedings. In the 1990s, Mr. Goldman successful represented the Attorney General of Canada as special counsel in the appellate proceedings (which included the Supreme Court of Canada) on the constitutional validity of Section 45 (the cartel provision) of the Competition Act. He was appointed Queen’s Counsel by the Canadian Government while he was head of the Competition Bureau. Mr. Goldman was the first appointee to the Soloway Chair of Business and Trade Law, University of Ottawa.
Mr. Goldman is co-chair of the International Chamber of Commerce Task Force on the International Competition Network. He is also on the Executive of the Competition Committee of the Business and Industry Advisory Committee to the OECD. He is co-chair of the National Interest and Competition Law Task Force of the American Bar Association’s Section of Antitrust Law. In 2013-2015, Mr. Goldman was co-chair of the Foreign Investment and Antitrust Interface Task Force of the ABA Section of Antitrust Law. Before that, he was co-chair of the Section’s International Task Force and has held a number of other leadership positions in the ABA Section of Antitrust Law. He is also a former chair of the National Competition Law Section of the Canadian Bar Association.
Mr. Goldman is on the NAFTA Roster from which binational panels are appointed to settle trade disputes in relation to Chapter 19 (Antidumping and Countervailing Duty Matters and Extraordinary Challenge Procedure).
Mr. Goldman is highly recognized globally in numerous directories and guides. He is also consistently recognized as a leading and highly distinguished competition lawyer in many well-known Canadian and international publications.
Mr. Goldman has an LLB from Osgoode Hall (gold medallist) and LLM from Harvard.
