Constance V Mitcham LLB (Hons) LEC JP was born in St Kitts and has been a British-trained lawyer for over 40 years. She is a former trial judge (magistrate) and former Acting Prime Minister of St Kitts and Nevis. She is the first woman to be elected to the Parliament of St Kitts and Nevis, and served as a cabinet minister for 11 years, including as Minister of Labour and Social Security. She is the founder and senior partner of the Caribbean law firm Mitcham & Benjamin, based in St Kitts, and is a government-authorised agent for the Economic Citizenship Programme. She has written legal opinions on immigration and labour laws for corporate and other clients.
