Raymond Roca is a lawyer at Webb Henderson, specialising in the telecommunications, media and technology sectors. He assists large Australian and international clients on some of their most complex legal, regulatory and strategic matters, with a particular regional focus on Asia-Pacific and the Middle East. His clients include both incumbents and emerging operators in the sector, as well as regulators.

He has recently worked on matters relating to the deployment of smart city projects, wholesale access regulation of communications services and facilities, competition issues in the telecommunications sector, regulation of next-generation broadband networks, regulation of over-the-top applications and net neutrality, and regulation of mobile money and electronic payment systems. He has also published articles in industry journals and bulletins on the regulation of mobile money services in Australia and on price-fixing in distribution relationships.

Mr Roca holds a bachelor of laws with first class honours from the University of New South Wales, where he was ranked second in his graduating cohort. He also holds a bachelor of arts in politics and international relations and will commence a bachelor of civil law at the University of Oxford in October 2016.
