Jay Layug is a senior partner at Puno and Puno Law Offices. He served as chair of the National Renewable Energy Board (2016–2018) and undersecretary of the Philippine Department of Energy (2010–2012). He was primarily responsible for the successful launching of the National Renewable Energy Programme, the Philippine Energy Contracting Rounds for Petroleum and Coal and the Public Transport Assistance Programme of Pantawid Pasada.

From 2007 to 2010, Jay served as the Malampaya legal manager of Chevron Malampaya LLC in Manila, Philippines. As Chevron counsel, he received the first-ever William T Coleman Award in 2008 – the highest recognition given to a Chevron in-house counsel worldwide. Before joining Chevron, Jay practised law in New York as foreign lawyer at Sullivan & Cromwell.

Jay currently serves as the dean of the University of Makati School of Law and law professor at the University of the Philippines College of Law. He obtained his Business Economics (1992) and Bachelor of Laws (1996) degrees from the University of the Philippines, and finished his Master of Laws degree in 2000 from Cornell Law School. Jay is licensed to practise law in the Philippines and in New York.
