Simon is a partner in the competition and regulation group and leads the practice in Melbourne. He is one of Australia’s foremost competition and regulatory lawyers, with particular expertise across network and infrastructure industries including energy (oil and gas and electricity), telecommunications, ports, rail, water and transport.
Simon advises extensively on energy regulation including on electricity regulation (licensing, NECF, connections, wholesale markets and AER enforcement), gas supply disputes and pipeline regulation. He regularly advises a stable of clients across the energy sector, including retailers, generation, pipelines, producers and regulators. He has also advised peak industry bodies within the energy sector, including Energy Networks Australia, on policy and reform issues.
In 2017, following a tour of international industry, government and academic stakeholders, Simon co-authored a significant White Paper on global regulatory responses to the transformation of energy markets – and their implications for Australian energy policy. He also authors one of the leading energy regulatory market updates, published monthly.
Simon’s practice is recognised by the major legal directories. He has been listed for a number of years in Best Lawyers for his work across competition law, regulatory practice and telecommunications.
